I played through the campaign and they never once mentioned Gothel.

Yes. They would be very cool.

However, a bunch of the rest just can’t be added, they’re too small/big, from movies in which IPs are banned and straightforward impossible, or the character just doesn’t have potential.

I hear you I hope things have changed we have gadget and I was so happy to get her I love that she’s tiny I hope now we can get ratigan! And other small or big characters because Gaget just partially disproves this comment.
