Let’s play some music! Oh, we can’t because this hero’s HP, stats as tenacity, damage, and disks just don’t help him at all. Animal didn’t age well, Shan, Dash, EQ really pushed him behind, despite being over a year, PB still didn’t added new a new source of speed, but it just doesn’t make him any better, the badges he keeps getting are really bad, his tenacity with Y1 is below the cap and doesn’t work at all.

Let’s bounce, like Gummi Bears! … scratch the last… bounce like Tiger… Tigger! This joyful toy has some nice push of potential (only) damage but he just ages terribly. His HP is now very low, same with defence stats from badges making him very fragile, and just as Kim they have very close contacts with enemies making the situation very closely, most of the times he will die before doing anything… definitely not what TIGERS aren’t supposed to do! He is one of very few (if not only) damage heroes without any damage stats such as negation, crit damage, or crit chance for most of the skills, he only got normal crit (56% chance to crit with basic attacks and blue skill only), it’s really sad and empty, armor/reality buffs makes his damage very little, just as Basil has to face off on daily basis. Tigger has even less synergy with others than Simba & Nala, he does only pure damage, green skill can stun but this skill triggers very rarely, and stun can fail. All of this… poor Tigger needs a lot of love in refresh and make it GOOD! Just look how sad he is—
The refresh will help him with his terrible damage, lack of negation and evasion/tenacity, and expanding (re-opening) synergy with speeds and knockbacks! Changes to green skill and both disks will make Tigger access to white skill even more and removing decent amount of reality from enemies, making synergy as well for other fantastic damage heroes.

This…this is a bit too much. (Everything else in the green is fine) I know that this makes up for his lack of…everything, but this part is a bit excessive tied with everything else. The buff ignore feels more like it can be put in the white skill (since it’s more destructive) and instead have the stun in the green ignore tenacity and evasion (and all that jazz) or apply Fatigue.
Reality removal is good, especially since Simba and Nala still deal fantastic damage without reality negation.
Other than that, good.

The thing with green skill is to make Tigger get rid of weak enemies and have a good chance to gain energy and BD buff to make his active then more dangerous, plus to make sure he won’t stay in middle of enemies for too long

Yes… Tigger is an absolutely weak hero… he needs quite a lot.

You know it’s pretty bad when a recently added character gets knocked out of meta soon after.
This short-tempered duck doesn’t shine in the City, as for most older heroes the stats are outdated, the damage is very poor, and his unique ability to absorb debuffs is now very weak. Donald Duck also lacks some of his own debuffs to make him a truly worthy CONTROL hero as well lacking new techniques which were added later.
The refresh will help him applying even more debuffs without the ‘‘help’’ of the enemies, reducing tenacity and evasion of enemies to make sure applied debuffs are lasting longer and increasing his own stats. The damage type of the skills also got changed to make most of his angry performance (and stats).

Unless you have the WALL-E disk that increases energy storage, the necessary energy is not needed. This should be decreased to 1000.
Edit: Right, he gains it over 12 seconds
This will get Randall replaced by Donald (An), because Randall only does true damage for the first 7 basic attacks.
Donald gets his energy over 12 seconds, this would mean 100 energy per second, when he uses his active, the energy can still rise.

The next two refreshes will be for already-refreshed heroes which aged really poorly: Finnick and Maui.
