Wayne and Lanny pull out their Gingerbread scanners, studying all enemies in a close range, and having their Tenacity and Evasion reduced by 40% for 8 seconds.

The Stat decreases have a chance to fail against enemies above Level X.

When “Sparkle Bomb” is dealing damage to studied enemies, their attack speed is reduced to 75% for 8 seconds.

The slow has a chance to fail if enemies are above level X.

Red Skill: So Tinsel!

The splash area of “Sparkle Bomb” is now larger and now applies “Halt!” to enemies hit for 7 seconds. Enemies with “Halt!” cannot gain any buffs during the duration of this disable.

To 15% or by 15%?

Reduced to 15%

If that’s the case, increasing the reduction is a bad thing

At one star, it decreases the speed to 15%
At two stars though, it decreases the speed to 30%, which is more than 15%, so the enemy will be faster than if the disk was 1 star

Maybe I’m not understanding, but that’s how I see it

To put it in perspective, Pleakley’s Jumba disk has the speed reduction start out at 16% percent at one-star, and when it’s at 5-stars, it’s to a max of 80%.

For Wayne and Lanny on the other hand, enemies slowed by their Kim disk will have their movement speed initially slowed by 15%, up to 75% max speed reduction.

That’s the way I see it.

Because it slows by 80%, not to 80%
There is a difference between the two

OK, I changed it to slow by 75%. What disk would you work on, if you chose to work on those two?

Starting energy is always good
And the other disk does not do as much at lower disk stars

Exactly! And the disk can give over 1,125 energy at full stars. That way, enemies will be blinded right at the start of combat.
